I have not delved into Adobe Acrobat Sign functionality that lets people sign forms when they don't have Acrobat installed, but a quick glance makes me think that the thing that the users are signing has to be a PDF. locking or unlocking a part of a form when a box is checked, dynamically adding or removing rows of a table) but I think that a PDF form might be necessary, if one of the stated requirements is that the final forms must be signable with Acrobat Pro DC.
